This 5-page report describes that there are many different mechanisms that municipalities can use to fund their stormwater programs. The two most common funding options, Property Taxes/General Fund and Stormwater Service Fees, are discussed as well as several other funding alternatives including: special assessment districts, system development charges (SDCs), grant ann low-interest loans, and environmental tax shifting.

The report also outlines advantages and disadvantages of different types of stormwater utilities and other key considerations when developing a stormwater utility.
